Why many people think ai could be slowed down?

Even my country want to be leading in ai. In europe(!) In other words , almost the whole world working with ai and on ai. Do u really think a law could stop this with a president who veto anyway? Even if the us slown down which is very unlikely, China is just few month behind and i can tell you they wont stop we will get si anyway
